this.
To get this moving, you need to spread the word. The more people that sign up, the quicker everything gets added/done.
any idea how long it will take to get this moving forward full throttle?

Well for CS:S there are:
Admins (those who organize prize events and stuff) (usually 4-6 people?)
Anti-Cheat Panel (admins who review demos and decide whether or not they hack then they ban) (usually 6-10 people)
Head Referee (controls disputes and everyone to do with referee) (1 person)
Assistant Head Ref (same thing but head referee has the final say) (1 person)
Regular referee (shows up to matches and handles disputes for matches they have watched) (unlimited)
Moderators (for forums and keeps posts clean and stuff) (might have a limit lets say 4 people :P)
EDIT: added approx numbers
so just for that one game its 22 PLUS people of volunteers.
and thats for just one game o_o
